Spend Matters recently reported this after a Freedom of Information request was submitted which has left a whole series of questions unanswered – such as why no tender, and what could be the justification for this?
Now we here at BDUK have no political agenda, and perhaps surprisingly given some of our consultants procurement backgrounds, we do not believe that an ITT is the right approach every single time. (Although we do enjoy them).
But as ever, and for those who have been catching up on Solvency II, nothing can be simply awarded without a full justification behind it – if nothing else it is sound business practice.
So we have gone through our latest files and can now bring you our latest document – a full justification of why an ITT is not always either needed, nor indeed the best way to proceed.
